Parliamentary Questions (PQs) are a powerful tool for getting information from Government ministers. Barry has submitted over 1,600 Parliamentary Questions since his election — more than any other Independent TD in the country — covering housing, health, disability, energy and planning.
What is a Parliamentary Question?
A PQ is a formal question submitted by a TD to a Government Minister, requiring a written or oral answer on the Dáil record. All PQs are public and searchable on oireachtas.ie.

Barry's sustained pressure on behalf of 15,000 residents with no library, no healthcare centre and no supermarket contributed to a €13 million Dublin City Council strategy now in place.

After hundreds of residents contacted his office about disruption from the NCAM water project, Barry raised it in the Dáil, holding Irish Water accountable on behalf of affected households.

Barry was known as "Mr Sandbag" as a councillor for the number of questions he asked on the issue. Within his first year as TD, working with OPW Minister Kevin "Boxer" Moran and Cllr Kevin Breen, the sandbags that had blighted the Clontarf seafront promenade for 14 years were finally removed — delivering on a promise he made before the election.

Barry Heneghan is the Independent TD for Dublin Bay North, elected to the 34th Dáil in November 2024. He is one of the youngest and most active TDs in the Dáil — having submitted over 1,600 Parliamentary Questions, more than any other Independent TD in Ireland, and his team has worked through over 23,000 constituency queries since his election.
Born and raised in the constituency, Barry attended Belvedere College and studied Mechanical Engineering and Sustainable Energy Systems at DCU. He worked as a swimming teacher, a barman in Clontarf and a delivery driver — he knows Dublin Bay North from the ground up.
As a Gaeilgeoir, Barry presented TG4's Barragram. During the pandemic he founded Movement for Mental Health, raising €15,000 for Pieta House. He was awarded the Zayed Sustainability Prize for pioneering on-site energy and water sustainability.
As an Independent, Barry has no party whip. He votes with his conscience on every issue — including when he voted in favour of Palestine and stood up to pressure inside the Dáil he found demeaning to the electorate.
Barry told voters before the election — and he has kept his word. He uses his independent seat to leverage the maximum benefit for Dublin Bay North. Being in opposition and delivering nothing is not why he was elected.
Barry's Independent Position — Explained
Before he was elected, Barry told voters on the doors and in multiple interviews that if he got the honour of being elected, he would use his independent seat to make a deal that would benefit Dublin Bay North. He kept that promise.
Barry supports the Government — but his support is conditional. It is contingent on delivery for Dublin Bay North. He votes with his conscience, he has voted against the Government when he disagreed, and he will always put his constituents first. Being in opposition and delivering nothing is not what he was sent to the Dáil to do.
What This Has Delivered
Fighting to make home ownership a reality for younger people — 60,000 new homes, modular housing and increased taxes on vacant properties. Barry has lived the housing crisis himself as part of the "locked out" generation.
Assessment of Need waiting lists, CDNT delays and special education reform are central to Barry's parliamentary work — raised repeatedly in written questions and Dáil debates.
As a qualified engineer with a Masters in Sustainable Energy, Barry sits on the Oireachtas Committee on Climate, Environment and Energy — raising Ireland's energy security and renewable targets with Ministers regularly.
Barry founded Movement for Mental Health during the pandemic, raising €15,000 for Pieta House. He continues to advocate for better services for young people across Dublin Bay North.
Barry believes North Dublin has been neglected for too long. Better amenities, better infrastructure, better services — he uses his position to leverage the maximum for his area. The Clontarf sandbags gone after 14 years, Gaelcholáiste Reachrann after 24 years, Clongriffin after years of broken promises — this is what leverage looks like.
Barry has spoken in the Dáil on cost of living, the mini-budget debate, social protection, transport costs and energy affordability — fighting for families who are struggling to make ends meet.
Barry joined a flotilla seeking to deliver aid to Gaza and was detained by Israeli authorities for a day before being released. He voted in favour of Palestine against the Government coalition, stating he voted with his conscience. He continues to push for the Occupied Territories Bill to include services as well as goods.

Kevin Breen is the Independent Councillor for the Clontarf LEA on Dublin City Council — co-opted in January 2025 to continue the independent seat Barry held before his election to the Dáil. Kevin is a fourth-generation Clontarf man and a childhood classmate of Barry.

A Raheny family with a 7-year-old child contacted Barry's office after waiting four years for an Assessment of Need through the CDNT. After Barry made a formal representation to the HSE and raised the case in a written question to the Minister, an assessment date was issued within six weeks.
Disability ServicesA constituent from Clontarf contacted the office on a Friday afternoon needing to travel to the UK on Monday for a family emergency — their passport application had been delayed for weeks. Barry's office made an urgent representation to the Passport Office and the passport was issued by Saturday morning.
PassportA DCC tenant in Artane had been waiting 18 months for essential repairs including a broken heating system and damp in a child's bedroom. After Barry's office contacted DCC Housing directly, repairs were scheduled and completed within three weeks.
HousingAn elderly Howth resident had their medical card wrongly cancelled by the HSE despite being eligible. After multiple failed attempts to resolve it themselves over five months, they contacted Barry's office. A representation was made to the HSE and the medical card was reinstated within two weeks.
HealthA Donaghmede carer was refused Carer's Allowance despite caring full time for a family member with a serious disability. Barry's office helped prepare a detailed appeal with supporting documentation. The appeal was upheld and backdated payments were issued.
Social WelfareA Clongriffin family whose child with autism had been refused an SNA allocation contacted Barry's office after the school year had already started. Barry raised the case with the NCSE and a representation was made. The SNA allocation was approved and in place within four weeks.
